Key elements of the Sustainable Transition Plan 2021-2023

  • Functional review of institutional arrangements to improve governance and clarify roles and responsibilities, to strengthen the systems of the National Programmes, MoPH directorates and units, to better coordinate the Global Fund grants and improve performance.
  • Functional capacities training and coaching on financial management, procurement and supply chain management and monitoring and evaluation.

Civil Society Organizations Capacity Development Plan 2021-23

  • Outlines key areas to strengthen CSOs working within the national disease programs and with key and vulnerable populations.
  • Key focus areas to develop CSO capacities include: networks and volunteer management, financial management and reporting and supporting vulnerable groups’ access to services.
  • One of the aims is for a number of CSOs to have the capacity to be Sub-Sub Recipients (SSRs) or Sub-Recipients (SRs), of Global Fund grants, as well as carrying out similar roles with other development partners.

Interim Principal Recipient of 1 grant:

HIV/TB/Malaria (AGO-Z-UNDP). 1 July 2020 – 30 June 2021. US$22.6 million

Key capacity development activities:

  • M&E: Develop integrated National M&E Plan and strengthen the M&E function of the TB programme.
  • Health information systems: Enhance the interoperability between DHIS 2 and the community HIS system for HIV, Kobo-collect for malaria, and integration of TB modules.
  • Human resources: Train health workers in HIV stigma and discrimination, EID and VL, use of new HIV testing and treatment protocols, malaria treatment guidelines, new data collection tools.
  • CSO strengthening: Train NGO Sub-recipients in PMTCT, ART, M&E, and financial management; provide organizational capacity development to AGYW and key population-led groups.
  • Supportive supervision: Carry out supportive supervision from national to health facility level to promote quality service delivery, reporting, treatment protocol compliance. warehousing and distribution.
  • Coordination: Technical working group meetings between subnational supervisors and laboratory personnel from 50 health facilities to reinforce use of diagnostic machines and referral systems. In Benguela province, set up a TB networked structure and support system.
  • Policy environment: Advocate for updating national HIV counselling and testing guidelines, validation of draft key population strategy, and revitalizing TB Technical Working Group to review policy and guidelines.

Grant capacity development activities:

Malaria:

  • Strengthen community field surveillance
  • Training in diagnosis and malaria treatment for networks of community health workers

TB:

  • Advocacy with key MoH personnel at all levels to ensure a TB approach within the Universal Health System, trained workers, coordination 0f TB prevention actions with exsitng health programmes and with civil society
  • Technical assistance to improve TB case detection, including implementation of new  diagnosiss methods.
  • Training workshops for secondary and tertiary hospital health workers handling adverse TB  drug reactions
  • Support to planning meetings at departmental and health care unit levels, including coordination with civil society, to strengthen TB, TB/HIV and DR-TB response

Key capacity development activities:

  • Strengthen capacities for coordination, management, and monitoring and evaluation of the HIV
    response and TB control programme at all levels
  • Strengthen the community response
  • Improve collaboration between the national HIV and TB programmes
  • UNDP supported the development of a National Health Capacity Development Plan 2019-2020
    that included actions for the Ministry of Health and civil society to strengthen programme
    management, financial management, health information systems, procurement and supply
    chain

  • Malaria (TCD-M-UNDP). 1 Jul 2018 – 30 Jun 2021. US$66.3 million

Capacity development framework:

  • A Functional Capacity Enhancement Plan was developed in 2017 with support from UNDP and the Global Fund to help improve programme management and establish systems for HIV, TB and Malaria
  • From July 2018, the Ministry of Health has been contracted by UNDP as an SR of the malaria grant and in January 2019, it became PR of the HIV/TB/HSS grant, with support from the French 5% initiative for technical assistance. UNDP provided technical support and a contribution of US$450,000 to facilitate the formulation and monitoring of a comprehensive Multi-Donor Capacity Building Plan 2019-2021.
  • The development of the plan involved 15 government entities directly or indirectly involved in the fight against the three diseases, establishing action plans for each.
  • The actions focus on four main functional areas: 1) Program management, governance, human resources management; 2) Financial management and systems, including risk management; 3) Supply and supply chain management; 4) Health Information System and Monitoring-Evaluation.
  • Priority activities include the development of strategic plans and implementation of integrated operational manuals; financial systems with human resources trained in all areas; the implementation of the DHIS2 platform and a better system for pharmaceutical procurement and logistics, among others.

Interim Principal Recipient of 1 grant:

  • HIV (CUB-H-UNDP). 1 Jan 2021 – 31 Dec 2023. US$17.4 million

Capacity development focus:

  • Cuba’s HIV programme will transition to national funding after 2023. UNDP prioritized activities to strengthen national institutions in preparation for the eventual transition to government.
  • A key focus of transition activities has been on capacity development for CSOs comprised of people living with HIV and key populations, which play a key role as service providers, advocates, and human rights defenders in the disease response.
  • In coordination with national representatives of CSOs, UNDP supported a process to strengthen the organizational capacity of CSO members, define 2019-2023 Strategic Plans for CSOs, support the formal recognition of CSOs through their registration as Associations, and assess financial options to guarantee the sustainability of prevention programmes led by CSOs.
  • Under the HIV grant, capacity development activities include:
    • Procurement and supply chains: Strengthening the capacity of warehouse and distribution, capacity building of personnel for quantification and planning of health product procurement.
    • Health management information systems and M&E, including improving routine reporting, data quality and data collection and use.
    • Strengthening quality and delivery of integrated services, particularly laboratory infrastructure
    • Community health system strengthening, through institutional capacity building, planning and leadership development for key population organizations
    • Human rights: Increasing knowledge and capacity of human rights issues and gender discrimination related to HIV and TB for health workers.

Interim Principal Recipient of 1 grant:

HIV/TB/Malaria (DJI-Z-UNDP). 1 Jan 2021 – 31 Dec 2023. US$10.9 million

Capacity development focus areas:

  • Strengthening the health management information system and M&E
  • Community systems strengthening
  • Technical assistance to reduce human rights barriers, particularly for HIV service access

Interim Principal Recipient of 1 grant:

HIV/TB (EGY-C-UNDP). 1 April 2019 – 31 March 2022

Capacity development activities include:

  • Institutional capacity development of the National AIDS Program, based on a thorough capacity assessment including on programmatic arrangements, programme management, M&E, financial management, and procurement and supply chain
  • Stigma reduction interventions: advocacy trainings for religious leaders and media personalities on topics related to key populations
  • Capacity building in clinical management of MDR-TB
  • Improving monitoring and evaluation and strategic information systems
  • Training health care providers on ART and development and training of a quality assurance tool for testing

Interim Principal Recipient for 1 grant:

Malaria (GNB-M-UNDP). 1 Jan 2021 – 31 Dec 2023. US$30.3 million

Ministry of Public Health Capacity Development Plan:

  • UNDP supported the development of a capacity building plan 2018-2020, based on a capacity assessment of Sub-recipients in 2018, to enable national programmes to effectively manage the various facets of the malaria and HIV/TB global Fund grants and the activities associated with them. Key activities include:
  • A training plan, including for private health facilities, laboratory technicians, national and regional health supervisors in areas like malaria case management, quality control, malaria supervision
  • Strengthening data quality – setting up a data validation committee, strengthening supportive supervision, training MoH staff on data quality, technical assistance to strengthen DHIS-2
  • Improving institutional capacity in health information management, including through SOPs and trainings
  • Health product supply chain management: upskilling staff at all levels of the supply chain; strengthening central and peripheral support structures
  • Financial management: developing SOPs for mobile money, working sessions with SRs on reporting and audit

Interim Principal Recipient of 1 grant:

Malaria (HTI-M-UNDP). 1 Jan 2021 – 31 Dec 2023. US$16.8 million

Key capacity development activities:

  • Support capacity building on malaria case management of staff at central and peripheral level
    through trainings and refresher courses
  • Strengthen analytical capacity building at all management levels for program reviews and
    population-based surveys to inform vector control
  • Strengthen monitoring and evaluation of the national strategy

Interim Principal Recipient of 1 grant:

HIV (IRN-H-UNDP). 1 Apr 2021 – 31 Mar 2024. US$11.3 million

Past and current capacity development activities:

  • Initiatives to reduce stigma and discrimination; technical assistance to harm reduction interventions
  • Improving coverage and quality of treatment, care and support
  • Data quality: previously, UNDP has supported the national programme to conduct a joint verification exercise and build the capacity of the national health information system
  • Coordination: UNDP played key role in coordinating multi-stakeholder development of the national strategic plan for health
  • CSO empowerment: With the support of UNAIDS and the CDC, UNDP helped to build the capacities of CSOs providing HIV services and promote advocacy that helped organizations seek government resources

Interim Principal Recipient of 1 grant:

HIV/TB (KGZ-C-UNDP). 1 Jan 2021 – 31 Dec 2023. US$27.5 million

Key capacity development activities:

  • Policy support: addressing laws, regulations, and practices that discrimination against people living with HIV and key populations
  • Develop MoH capacity in the framework of the implementation of the grant
  • Support to coordination and sustainable domestic financing of HIV response Capacity building to improve management of health products, health management information systems and M&E
  • Improve the National AIDS programme management, including training of national health workers
  • Human rights: Through the Global Fund Breaking Down Barriers initiative, UNDP has supported sensitization of law-makers, sensitization of healthcare providers on HIV, TB, and human rights, literacy programmes for citizens to know their rights, HIV-related legal services, monitoring and reform of laws, and programmes to reduce HIV-related discrimination of girls and women.

HIV/TB (COG-C-UNDP). 1 Jan 2021 – 31 Dec 2023. US$33.7 million

Capacity development priorities:

  • Improve community engagement for the continuum of care
  • Reduce human rights and gender barriers that hinder access to HIV and TB services

  • Addressing gender inequality: in 2018, UNDP piloted a training on gender dimensions of HIV, TB and malaria programmes for the CCM

TB (SDN-T-UNDP). 1 Jan 2021 – 31 Dec 2023. US$13.3 million

Capacity development priorities:

  • Capacity development activities have been ongoing in Sudan since 2011, contributing to the transition of the Global Fund Health System Strengthening (HSS) and Malaria grants from UNDP to the Federal Ministry of Health (FMOH) in 2015 and 2018 respectively.
  • UNDP and the FMOH developed a Transition and Systems Development Plan in 2017, which was revised in 2019 to reflect lessons learned and further needs.
  • Key focus areas of the transition and systems development plan include: programmatic and institutional arrangements; procurement and supply chain management; financial management; health information and M&E; strengthening capacity at the state level

Interim Principal Recipient of 1 grant:

HIV/TB (TJK-C-UNDP). 1 Jan 2021 – 31 Dec 2023. US$25 million

Key capacity development activities:

  • Strengthen human resources for health, including community health workers
  • Capacity building for programme management
  • Interventions to reduce human rights-related barriers to HIV/TB services
  • Strengthen health management information systems and monitoring and evaluation (routine reporting)

Interim Principal Recipient of 1 grant:

TB (TKM-T-UNDP). 1 Jul 2021 – 31 Dec 2024. US$5.1 million

Capacity development focus areas:

  • With the exit of the national TB Programme from the Global Fund support by 2024, the focus is to support a sustainable transition of programme activities, including by:
  • Improving integrated service delivery and quality: support to policy and programmatic environment
  • Health management information systems and M&E, including routine reporting
  • Human resources for health: Capacity building for health workers, including those at the community level
  • Community systems strengthening: Social mobilization, building community linkages and coordination
  • Strengthening programme management

Interim Principal Recipient of 1 grant:

Malaria (VEN-M-UNDP). 1 Jan 2021 – 31 Dec 2023. US$19.8 million

Key capacity development activities:

  • Strengthening the microscopy network and use of RDTs; improve the care pathway
  • Community system strengthening, particularly for case management and use of LLIN in mining and indigenous communities

HIV/TB (BLR-C-UNDP). 1 November 2022 to 31 December 2024. US$4 million

Key capacity development activities:

  1. Strengthen HIV and Tuberculosis national systems of prevention, treatment, care and support in the Republic of Belarus.
  2. Pre-defined package of training to strengthen organizational and institutional capacity including: governance; financial management; internal policies; leadership development; program management; monitoring, evaluation, learning and reporting; sustainability planning and resource mobilization; partnerships and community organizing.
  3. Strengthen community systems to ensure relevant, human rights and public health based, sustainable and integrated HIV response measures for key affected populations.
  4. Strengthen National monitoring and evaluation system, National TB program management for improved performance of TB control program.
  5. Strengthen infrastructure of the prison medical system on early DR-TB case detection and diagnostics.

Key capacity development activities – HIV/TB programme:

  • Developing a costed Capacity Development Plan for strengthening procurement and supply management systems, focused on storage and distribution capacity of individual countries.
  • Developing a detailed plan jointly with all key partners to address transition and sustainability preparedness, particularly to elaborate actions for strengthening short and longer-term sustainability of the regional and national response to HIV and TB and sustainable financing mechanisms.
  • Strengthening mechanisms for integrated delivery of HIV, TB, SRH, STI services.
  • Capacity building for all actors, including women’s rights organizations, local key populations and other CSOs, health facilities to address risk factors and support psychosocial, legal, and other SRHR services.
  • Developing strategies for harmonized HMIS e-modules and regional integration of HMIS data, and strengthening routine monitoring.

Key capacity development activities – Malaria programme (Vanuatu)

  • Initially implemented a Capacity Development Plan  or Ministry of Health Vanuatu National Malaria Programme 2019.
  • Building on the previous plan, an assessment was  supported to develop an updated Capacity Development and Transition Plan, with the aim to support the Ministry of Health to take over the PR role for the malaria grant in the 2024 funding round.
  • The Plan focuses on four key functional areas: governance and programme management; PSM; financial management, including human resource management; monitoring and evaluation.
  • Support includes building the national programme management unit structure, legal authority, reporting systems and governance arrangements (procedures, policies, signatories, oversight).

With support from key partners including the International Organization for Migration (IOM), the UN Refugee Agency (UNHCR) and National TB Control Programmes of Afghanistan, Iran and Pakistan, UNDP is working to address the urgent threat of TB and remove barriers to care and prevention among Afghan refugees, returnees and mobile populations in the three countries.
